Apple stinks at this!
I live in South Africa. Everything was working like a charm and today I started getting this crappy message after accepting the latest EULA.

It's simply ridiculous. Apple is becoming just as arrogant as Microsoft. I'm only starting with iPhone development and already I'm walking into walls.

Hi Marquis,
They sorted it out, though I'm still awaiting app approval, and am hoping all is ok. But, I do recommend calling them. They are based in the UK (in Edinburgh, Scotland). If you use Skype, you can access the 1800 number listed for the UK.

Ok. I got access by 19th March. No mail from apple, it just started working. I guess someone, somewhere fixed it.
But, my access to the sales/trend reports section still doesn't work, and I suspect a similar problem. I've mailed both itunesconnect (at apple.com) and itunesondemand (at apple.com) and am still awaiting some feedback regarding this.
I gotta say, their level of feedback is non-existent. I did get 1 reply in all of this saying that they would (it was from devenroll at apple.com) saying that they would get back to me very soon, but that was the last I heard. Hmm...not a great experience
